Market Overview

China is building two massive state-backed LEO constellations: Guowang (12,992 satellites) and Qianfan (15,000 satellites). These represent the most significant competition to Starlink globally. Foreign satellite internet providers like Starlink are not permitted to operate in China.

Regulatory Environment

MIIT regulates telecommunications. Foreign satellite providers are banned from operating directly in China. China SatNet (Guowang) is a state-owned enterprise. SpaceSail (Qianfan) is commercially operated but state-supported.

Rural Coverage Gap

Western China (Tibet, Xinjiang, Qinghai) and remote mountain regions remain underserved despite massive infrastructure investment. Satellite internet is seen as strategic for both civilian and military connectivity in these areas.

US-only service via 3 GEO satellites. Parent EchoStar has formally disclosed going-concern doubt (KPMG warning, Aug 2026 debt maturity, $119M cash vs $1.5B debt). EchoStar sold spectrum to SpaceX ($17B) and AT&T ($22.65B) and is contractually obligated to refer existing HughesNet customers to Starlink.

Viasat GEO

Primarily US residential. ViaSat-3 F1 launched April 2023 (reduced capacity); F2 launched Nov 2025, entering service May 2026; F3 launch scheduled April 30, 2026. Fleet includes ~23 satellites total via Inmarsat acquisition.

OneWeb (Eutelsat) LEO

Full 654-satellite constellation complete. Global coverage. 440 next-gen satellites ordered (Jan-Feb 2026, €1B financing, first 100-sat batch delivery end 2026). $5.8B debt refinancing completed March 6, 2026. Also contracted 264 IRIS2 LEO satellites at €2.1B for EU sovereign connectivity program.

SES mPOWER MEO

10 of 13 satellites operational (March 2026). Final 3 launching H2 2026. Covers ±50° latitude (96% of world population).
